Administrative Services Assessment Review Project

Project Overview

The focus of this project is to review Western’s Administrative Service Assessment (ASA) fee process and approach to recovering state operating costs associated with services provided to self-supporting and auxiliary enterprises.

An evaluation of our current approach will build a shared understanding and facilitate the development of a redesigned ASA model that clearly identifies how the fees are developed and used to support administrative services. This project team will identify strategic and sustainable improvements to the ASA fee model that can be formally documented and implemented to create a more transparent, consistent, and effective mechanism for internal cost recovery.

Given its complexity, there are several stages of this project: 

  • Phase 1 - Review and Recommendations (2021-22)
  • Phase 2 - Assessment Model Development (2022-23)
  • Phase 3 - Model Testing & Implementation Planning (2023-24)
  • Phase 4 - Implementation of New Model for FY 2025, pending approval of recommendations
